A workflow runs tools one after another on your file, each with the settings you chose. Your file is passed from step to step inside your browser and is never uploaded. A shared workflow link holds only the tool names and settings, never a file.

Open a tool, choose its settings, and press Add these settings to a workflow under the tool's button. Steps appear here. Or start from an example below.
